So, essentially, the program was developed in 1988.  Congress set up this special program.  And it is administered through the Office of Special Masters in the US Court of Federal Claims.  That is a court of special jurisdiction in Washington, DC.  So, we have a whole procedure that’s set forth for what we call vaccine court.  And essentially, they set forth this process whereby people can come and file petitions for claims for vaccine injury, ‘cause you can’t always sue the manufacturer.
