Minneapolis to the surprise of some unanimously passed a sick leave ordinance in 2016. And the ordinance creates paid leave for up to 48 hours for people or for employers who employ six or more people anywhere in the city. And matter of fact, if a business has a person who happens to work in the city up to 80 hours a year like say a delivery driver that person would also be covered by this law. And for all employers those who have less than six employees, they still have to provide sick leave, although not on a paid leave basis.
It’s a tremendous law in the sense of it’s going to affect a lot of employers and for that reason the law itself even though it was passed in 2016 wasn’t going to take effect until July 1 of 2017. And even then, the penalty provisions aren’t going to be applied for another year to let people get used to it. So it’s a sweeping change and there’s a lot of issues that employers are going to have deal with especially keeping track of all these hours that people had. Because on every paycheck or at request the employer has to provide how much time they have used, how much time they have accrued, and that creates a real administrative burden for employers.
